Does the GIF keep the transparency?

Yes. The background is removed and saved as see-through pixels, so the sticker sits on any chat background. A GIF pixel is either fully see-through or fully solid; for soft edges download WebP or APNG instead.

How long can the MP4 be?

Videos up to 10 minutes and 500 MB open, and a sticker can be up to 30 seconds long. For a chat sticker, a few seconds is ideal.
